The state government has decided to opt for the 'Swiss challenge system' of tendering, a bidding process to help private sector initiative in core sector projects, for the new solid waste treatment plant to be set up at Brahmapuram.Urban development minister Manjalamkuzhi Ali said the cabinet has already taken a decision in this regard and tender notifications would soon be released. "By adopting this model of tendering, we will be able to finalise the bid within three months of releasing the notification," he said.As per the Swiss model, a private participant can submit a project proposal and even draft contract terms for undertaking a project initiated by the government. The government then invites competitive bids from other interested parties. If the government finds a competing counter proposals more acceptable, the original project proposer will be given an opportunity to match the competing counter proposal and win the project. In case the original project proposer is not able to match the more attractive counter proposal, the project will be awarded to the competitor."This process will ensure more transparency in finalising the tender. The government will also get the best competitive rate and technology," said Manjilamkuzhi Ali. The cabinet took the decision after a high-level technical committee recommended retendering the Brahmapuram project. Earlier the state government had issued a tender notification and the committee, which scrutinised the technical and financial bids submitted by three firms, sounded alarm after evaluating the bids. The committee expressed its fears that some firms may use unviable projects to raise money from banks and later vanish from the scene.The Suchitwa Mission is coordinating the project for constructing the Rs 350 crore waste-to-energy project which can treat around 500 tonnes per day.
