Victorian cops in rubber gloves and masks dramatically arrest a Melbourne park goer who refused to give his identity as police blitz city beaches and public areas after months of crippling Stage Four lockdown

Victoria Police officers have broken-up a protest on a Melbourne beach and arrested a park going man amid fears locked down Melburnians are beginning to ignore Stage Four lockdown restrictions. 

Video posted to social media last weekend showed groups of police officers patrolling Melbourne beaches and parks, with one man arrested after he refused to provide his identity. 

On Monday, Victorian Premier Daniel Andrews was informed during his daily press conference of large gatherings of people in and about Princes Park in Carlton - just outside of the CBD.

It is understood most of the park goers, believed to be predominantly younger Melburnians, failed to wear masks or socially distance. 

'There's pretty significant enforcement but the are not everywhere for every single offence,' Mr Andrews said. 

'I'm not for a moment denying that people are getting increasingly tired of these rules.'

Under lockdown restrictions, Melburnians are only allowed to leave their homes for four reasons: shopping for food and essential items; care and caregiving; daily exercise or recreation; and work.  

Exercise must take place within 5km of home, and must be in metropolitan Melbourne.

As it stands, trapped Melburnians can exercise up to two hours a day in total, split into a maximum of two sessions. 

Hope that restrictions might be eased on Sunday continue to fade, with Mr Andrews warning Stage Four rules could continue largely unchanged if active COVID-19 cases did not fall further. 

Victoria recorded 15 new cases of coronavirus on Monday and no deaths .

Victoria's state of emergency and state of disaster were extended by four weeks to 11.59pm on November 8.

Melbourne's crucial coronavirus case average has risen to 9.9, further dampening hopes of lockdown provisions being eased next week.

Monday is the fifth straight day of double-digit infections for Victoria.

Video posted to social media last weekend showed a group of Melburnians being questioned by masked police at a popular city beach. 

The group, some of which were not wearing masks, complied with requests for identification before being left alone. 

It remains unclear whether any of the group - who appear to live within the 5km radius of their homes and have exemptions from wearings masks - would receive fines. 

The group is heard mocking and ridiculing the officers as they go about questioning other beach goers. 

One group of youths was moved on by police after they gathered on the sand on a large protest banner.

Melburnians have been warned that police will issue a $4,957 fine to anyone caught taking part in an unlawful gathering, except in the most extreme circumstances.

In another video, a man that appears to have a high definition camera strapped on a pole above his backpack, is arrested after failing to provide his identification. 

The man had been sitting down with friends at a Melbourne park when they were approached by a group of officers. 

Officers handcuffed the man after he repeatedly refused to answer questions about who he was and where he lived. 

The man had attempted to argue that he was not legally required to answer their questions because the officers failed to carry specific identification identifying themselves as 'authorised officers'. 

The officers, who were all dressed in uniform and carrying their police badges, picked the man up and handcuffed him after failing to convince him that they had the authority to ask him for identification.  

In the past 24 hours, Victoria Police issued 123 fines to individuals for breaching the Chief Health Officer directions. 

Among those were 13 people found having a party in an apartment in the CBD. 

Three other women from Ivanhoe, Doncaster and Thomastown were fined after they were spoken to by police in Domain Park. 

The women were having a picnic, each was further than 5km from home and from a separate household.

Police are expected to be out in force as temperatures in Melbourne are forecast to climb into the high 20s on Thursday.
