Furious cafe owner blasts Melburnian who dined at her venue in regional Victoria and infected a staff member - as she's forced to close her business

A devastated cafe owner has vented her anger after an infected diner visiting from Melbourne breached COVID-19 restrictions, sparking fears of a community outbreak. 

The town of Kilmore, 60 kilometres north of Melbourne is on high alert after a Melburnian dined at the Odd Fellows Cafe on September 30, unaware they were infectious. 

The cafe has since temporarily closed its doors and all employees are now in two weeks of self isolation after a worker tested positive on Monday.

It's understood the infected diner had an exemption to leave Melbourne to care for a family member in Kilmore but breached COVID-19 restrictions by dining in at the cafe.

'We've worked so hard to keep our business open & following all the guidelines through the whole pandemic, to say l'm upset this has happened when it shouldn't of is an understatement,' Ms Short posted on the cafe's Facebook page.

'It is what it is now and we will deal with it as safe & professionally as possible.'

The infected diner later tested positive after coming into contact with a positive case linked to the growing Chadstone cluster in Melbourne.

Ms Short announced that cafe diners who look unfamiliar will be asked to show ID going forward.

'I'm angry but trying not to be as l'm sure they are feeling bad enough. I just know it has shaken us up & hopefully others. Let's stay safe & not become complacent. We're fighting a monster here!' Ms Short later posted.

The cafe has since been dealt another devastating blow after an employee tested positive on Monday, a day after Ms Short assured staff and customers were classed as 'very low risk.'

The cafe will remain closed until at least October 19.

Ms Short urged residents to get tested immediately if they suffer the mildest of symptoms. 

The local hospital has extended its testing hours and a pop up testing clinic will likely be set up.

'Please stay safe everyone, we are a small community that this could spread very quickly in. If unsure stay home, get tested, l can't stress it enough,' Ms Short wrote.

Victoria recorded 15 new cases and one death on Tuesday, its highest number of daily new cases in a week.

The 14 day rolling average of new cases for Melbourne is now down to 10.6, while regional Victoria's average grew from 0.1 last week to 0.3.

Mystery surrounds 15 active cases in Melbourne which have an unknown source. 

For Melbourne to come out of lockdown on October 19, both the two-week rolling average and number of mystery cases need to drop below five.

'My gut feeling is it will be a line ball. It's not certain one way or the other,' Victoria's chief health officer Professor Brett Sutton told reporters on Monday.
