Trump supporter with a 'tannerite bomb' surrenders to police after five hour stand-off where he demanded airstrikes in Afghanistan and to speak to Joe Biden on the phone

The US Capitol was put in lockdown on Thursday while police negotiated with a man in a pick-up truck who claimed to have a bomb, demanded to speak to Joe Biden and called for airstrikes in Afghanistan to 'kick the Taliban's a**'.

Ray Roseberry, 49, of North Carolina eventually surrendered to police after a five hour standoff.

At 9.15am this morning, Roseberry drove his black pick-up truck onto the sidewalk outside the Library of Congress, opposite the Capitol building.

Congress is in recess so no elected officials are there but there are staffers who are still working in the Capitol buildings.

Roseberry called 911, reporting that he had a bomb and wanted to speak to the President.

He then started a Facebook livestream - which has since been removed - where he claimed he had a 'tannerite bomb', and claimed the 'revolution is here' while complaining about the result of the 2020 election.

Tannerite is a binary explosive used for firearms practice.

Roseberry demanded airstrikes in Afghanistan, where tens of thousands are waiting to be rescued by the US military after Biden's decision to withdraw troops.

He surrendered to police shortly before 2.30pm. Police later searched the vehicle and said they did not find a bomb but did collect possible bomb-making materials.

Roseberry wife Janay, told NBC that he had never voted in his life before Trump ran for office and that he was distraught over Biden's election victory last year.

A police officer said at a press conference after Roseberry had surrendered that he had also recently mourned the loss of his mother. His family said he had other 'issues'. Roseberry, a registered Republican, is now in custody.

Roseberry’s ex-wife, Crystal Roseberry, said she had seen images of the man in the standoff at the Capitol and confirmed to The Associated Press that it was her ex-husband. She said had never known him to have explosives, but he was an avid collector of firearms.

Videos posted to Facebook before the page was taken down appear to show Roseberry at the Nov. 14 Washington rally attended by thousands of Trump supporters to protest what they claimed was a stolen election. One video appears to be filmed by Roseberry as he’s marching with a crowd of hundreds of people carrying American flags and Trump flags and shouting 'stop the steal.'

Thursday’s incident began around 9.15am when a truck drove up the sidewalk outside the library. The driver told the responding officer he had a bomb, and he was holding what the officer believed to be a detonator. The truck had no license plates.

Kelsey Campbell, a student at the University of Wisconsin-Madison visiting Washington as part of a class trip, said she and another student encountered Roseberry around 9.20am outside the nearby Supreme Court building. Campbell said he was with his truck, which was parked next to the sidewalk, and was holding a large stack of dollar bills.

'He said, "Hey, call the police, tell them to evacuate this street, and I’ll give you all this money,’” Campbell said.

'I said, "No!" and he threw the money at us and we started running.'

Staff at the Madison and Jefferson office buildings were initially told to shelter in place, but later advised to evacuate toward the Second Street side of the building, away from First Street, where the truck is parked.

Police also evacuated the Cannon House Office Building and the Supreme Court building.

Congress is on break this week, and staffers were seen calmly walking out of the area at the direction of authorities.

A witness also posted a picture to Twitter which showed Roseberry in the truck after he tossed dollar bills out of the window.

Sydney Bobb, who took the picture, told the Independent: 'I was walking on that block because that’s where I go to class. He was shouting that he had a bomb. And then he threw money out the side of the truck.'

Officers responded to a report of the disturbance, and were told by Roseberry that he had a bomb, Capitol Chief Manger reported at a news conference around noon.

The officer reported that the man had what appeared to be a detonator in his hand - and police negotiators were called in.

They were reportedly communicating with him as he wrote notes on a whiteboard and showed them to police from inside the truck.

The law enforcement officials said investigators were at the scene and working to determine whether the device was an operable explosive.

'This is an active bomb threat investigation,' the Capitol Police said on Twitter.

The Capitol Police asked anyone working in the Cannon congressional offices to leave and relocate to the neighboring Longworth building, while they had those in the Madison building bar themselves in their offices.

A staging area was set up for reporters at Constitution and First Street.

Capitol Hill reporters said the entire complex had been shut down.

The Jefferson building, part of the Library of Congress, was also evacuated.

The House of Representatives and Senate are not currently in session.

'The USCP is responding to a suspicious vehicle near the Library of Congress,' the Capitol Police wrote on Twitter. 'Please stay away from this area.'

It comes months after a pipe bomb was left at the headquarters of the Democratic National Committee and the Republican National Committee in Washington a day before thousands of pro-Trump rioters stormed the U.S. Capitol in January.

Capitol Police Chief Tom Manger reported that a man had driven a pickup onto the sidewalk next to the Library of Congress Thursday morning, and told authorities he had a bomb. As of noon, he said, negotiations with the man were still ongoing
