The wife of legendary television executive David Leckie has been spotted on the ski fields of Thredbo amid NSW's expanding Covid lockdowns - but insists she followed the rules. 

Skye Leckie and her two sons Ben and Harry were seen among locals at the chalets on Tuesday despite travel out of Greater Sydney currently not allowed, reports the SMH. 

'We've been in the Southern Highlands for months. We came from Robertson, that's the address listed on my driver's licence, so we did not break any rules as they stood. I can assure you we have not done anything wrong,' Ms Leckie told the newspaper.

A number of other well-known Sydney business figures are also in the area for the ski season - with Penfold heiress Rebel Penfold's Russell and St Hillers chairman Tim Casey having been there since well before Sydney's Covid outbreak. 

A legendary television executive, David Leckie passed away, aged 70, at the family property in July the NSW Southern Highlands. 

Leckie was CEO of Seven until 2010, then Seven West Media until 2012, before becoming an adviser and leaving the company in 2016.

Before Seven, he led the Nine Network from 1990 to 2001.

Nine CEO Mike Sneesby said Leckie had set a 'culture of excellence' for the company.

'David Leckie was a giant of television,' he said in a statement.

'He contributed enormously to the success we all shared with him here at Nine, his instincts and leadership heralded the golden era of Australian television.'

Seven West Media Chairman Kerry Stokes said he had a close friendship with Leckie for more than two decades and 'finally enticed him' to Seven in 2003. 

While Ms Leckie and others have followed the rules, the NSW Premier and police are growing increasingly frustrated with those who are flouting them when it comes to regional travel. 

Speaking at the state's Covid update on Saturday, a frustrated Ms Berejiklian announced a crackdown around the public health orders. 

Along with huge increases in fines around for quarantine breaches and flouting the two person exercise rule, the fines for travelling into regional NSW from Sydney without a proper reason have increased to $3,000. 

Those wanting to travel from Sydney into regional NSW - whether for work, to a second house, or to inspect real estate - will now need to obtain a permit. 

'This will be effective from next Saturday but between now and then police can stop you and seek evidence for what you are doing.' the premier said.

The crackdown on regional travel follows Covid spreading into a number of areas in northern and western NSW in the last week. 

Zoran Radovanovic - currently in Lismore Hospital with Covid - left Sydney to visit multiple locations in the Northern Rivers region of NSW with his two children to look at real estate.

Radovanovic is allegedly said to have used a loophole in the public health orders that considers a person inspecting a potential new residence as a reasonable excuse for travelling out of Sydney. 

Mr Radovanovic was yesterday charged with breaching NSW public health orders and will appear in court in September.

In western NSW, two more schools in Dubbo have been shut down following Covid-19 cases as more vaccines are shipped to western NSW.

Buninyong Public School closed on Friday after a student tested positive, a NSW Department of Education spokesperson confirmed, and the Dubbo School of Distance Education also closed after a member of the school community returned a positive test.

'All staff and students are asked to self-isolate until they receive further advice.'

Dubbo West Public School and Orana Heights Public School in the area have already been closed for cleaning following Covid-19 exposure earlier in the week.

NSW Health Minister Brad Hazzard on Friday said an additional 8000 vaccines are being sent to Walgett in the state's northwest, where about 80 per cent of the 6500 residents in the region are Aboriginal.

Mr Hazzard acknowledged the difficulties facing the Aboriginal medical service in Walgett as well as problems delivering adequate vaccine supplies.  

In late July a family of four from Blacktown in Sydney was issued two penalty infringement notices, fined $2000 and sent home when they breached health orders by travelling to Thredbo on Saturday, July 24th. 

Earlier this week NSW Health Minister Brad Hazzard urged people not to travel between residence 'for the sake of it'.

'Choose the property you are living in and stay there,' he said.

The stay-at-home orders in NSW mean residents in locked-down areas are not permitted to leave home unless they have a reasonable excuse to do so, including leaving for essential work, education or medical reasons, and shopping and exercise within 5km of home.

The rules also list 'other reasonable excuses', one of which is 'move to a new place of residence, or between your different places of residence'.  

The overhaul of the rules comes as 6.6million NSW residents, or 80 per cent of the state, is now in lockdown.
