How a contact tracer allegedly impersonated a health official to stalk a woman in isolation and threaten to have her deported if she didn't have sex with him

A man accused of posing as a health department official allegedly told a woman in home isolation she might deported, but he could protect her if she had sex with him.

Abdulfatah Omar Awow, 25, is accused of stalking a 31-year-old woman who was in mandatory home isolation after travelling to Victoria from NSW.

Awow is facing serious charges over the alleged incident on July 14, including stalking, attempting to procure sexual penetration and sexual acts by threat or fraud, and holding himself out to be an authorised officer.

He was on bail at the time and is facing five charges of committing offences while on bail, plus a new charge of aggravated burglary.

Awow faced Melbourne Magistrates Court on Friday where his lawyer Theo Alexander said there would be no application for bail.

Court documents allege Awow obtained his victim's personal details while employed as a casual contractor doing research and data analysis for Department of Health contact tracing.

It's alleged he first spoke to her over the phone while at work, asking how she was managing in isolation, before allegedly taking a photo of a computer screen showing personal details including her address and phone numbers.

Police say he called her again after work, telling her he was a Department of Health home inspector and needed to conduct a check on her home.

The woman said Awow walked around her home taking notes and photos, including in her bedroom before telling her she was not complying with isolation requirements by living in a share house.

He allegedly warned she could get into a lot of trouble with the government and that she might be deported.

'He suggested to the victim if they have sex he won't inform the government of her non-compliance with the isolation requirements,' police allege.

The woman declined and he asked for oral sex instead, which she also declined.

Police say he told her other women he had checked on had complied with his requests and as a result they did not get into trouble.

Awow, whose employment has been terminated, only left after another housemate came out of his bedroom.

He was arrested after a warrant was issued and police appealed publicly for him to come forward.

Police say they have not recovered Awow's phone, which may still have the victim's personal details plus photos of her house and potential information for others who may have been in her position.

Awow's case is due back in court on November 12.
