The newly purchased Dominion Voting systems server has crashed in Georgia's most populous county during an election recount requested by President Trump's re-election campaign, election officials have said. 

The mobile server crashed on Sunday in Fulton County, delaying the state's third recount of the presidential election.

Fulton County election officials said the counting process was nearly complete - with 88% of votes counted - before the server crashed, according to local outlet 11 Alive. 

Election workers responsible for counting the votes had already concluded the counting of absentee, early in-person and provisional ballots.

President Trump has criticised the Dominian Voting systems electoral software in many states, making unfounded claims that thousands of votes had been moved to Biden's campaign. 

Trump has refused to concede the election despite Biden's massive lead in the popular vote and the electoral college. 

Fulton County is aiming to resume its counting process on Monday morning after dispatching technicians from Dominion. 

'Technicians from Dominion have been dispatched to resolve the issue,' Fulton County officials said in a statement. 

'The Georgia Secretary of State's office has also been alerted to the issue and is aware of the efforts to resolve the problem.'

Based on existing numbers in Georgia, which aren't expected to see a significant change after the recount, President-elect Joe Biden leads Trump by about 13,000 votes in the state making him the first Democrat to win Georgia since Bill Clinton.

Trump clung to false notions on Sunday that Joe Biden stole the presidential election, citing thousands of votes magically switched to the president-elect and poll watchers illegally barred on Election Day, neither of which happened.

Even after his administration agreed to allow the formal transition of power to Biden to begin, Trump insisted anew in his first live interview since losing the Nov. 3 election that he was a victim of widespread voter fraud. He failed to cite specific evidence when repeatedly asked to do so.

He said: 'It all goes to Dominion... we had glitches where they moved thousands of votes from my account to Biden's account. They're not glitches, they're theft, they're fraud - absolute fraud.'

But in fact, a coalition of state election officials and the Trump administration's Cybersecurity and Infrastructure Security Agency declared the election was the most secure in history, with 'no evidence that any voting system deleted or lost votes, changed votes or was in any way compromised'. 

Trump has previously cited a report aired on the conservative television network One America News Network, which promoted a theory posted to a pro-Trump blog that claimed that millions of votes were switched or deleted in Biden's favour.

The anonymous commenter who posted the theory claimed the findings are supported by data from the polling firm Edison Research. Yet the company has not produced such a report, said Larry Rosin, the president of Edison Research.

'We have no evidence of any voter fraud,' Rosin said.  

Michael Steel, a spokesman for Dominion, said last week it was physically impossible to alter votes in the system. 

'Look, when a voter votes on a Dominion machine, they fill out a ballot on a touch screen. They are given a printed copy which they then give to a local election official for safekeeping,' he said. 

'If any electronic interference had taken place, the tally reported electronically would not match the printed ballots. and in every case where we've looked at - in Georgia, all across the country - the printed ballot, the gold standard in election security, has matched the electronic tally.' 

The recount in the Fulton County state in Georgia follows election day tallies and pre-certification hand audit of ballots. 

But the Trump campaign has insisted this recount also includes signature matching, which is not allowed under existing Georgia law.

All 159 counties in Georgia must complete the recount by December 2.
