'This is a communist state!' Furious Jeff Kennett blasts Dan Andrews for refusing to reopen Melbourne and 'holding 6.4million people hostage' during a VERY heated clash on The Project

Former Victorian Premier Jeff Kennett has launched an extraordinary attack on Daniel Andrews as a 'communist' and 'dictator' for delaying Melbourne's reopening.

Melbourne's next stage of reopening is on hold for a few days until test results from the northern suburbs outbreak are processed.

Mr Kennett unleashed his tirade on the Sunday Project, surprising the panel with his fury.

Host Peter Van Onselen said calling Victorian Premier Daniel Andrews a 'communist' and a 'dictator' was 'over-the-top' prompting Jeff Kennett to turn on him: 'You're lucky you have a job'

Host Peter Van Onselen asked the former Liberal premier why a couple more days mattered - but got more than he bargained for in response.

Mr Kennett started off by saying businesses had to prepare by ordering food, cleaning and hiring - but soon worked himself up into a rage.

'We've had seven new cases today - seven,' he said.

'We have a population of 6.4 million people and for seven cases, 6.4 million people continue to be held hostage by this premier.'

'NSW some days has more cases than us and not only do they continue to trade but they have no rings of steel - we have 5km radius and now a 25km radius.

'This is a communist state.'

Hosts Lisa Wilkinson, Tommy Little and Peter Van Onselen all appeared a little taken aback at Mr Kennett's passion.

Lisa Wilkinson noted that the Coalition's Federal Health Minister Greg Hunt had echoed this position and asked if it was a 'partisan pile-on' of Labor Premier Daniel Andrews.

Mr Kennett replied: 'People have died', before saying the crisis had been 'disastrously handled' and accusing the Andrews government of 'corruption' and not being 'honest with the community'.

Peter Van Onselen said he was not sure that inflated rhetoric on communism helps people 'on the fence'.

Mr Kennett then backed down from his 'communism' charge, calling the Andrews Government a 'dictatorship' instead.

'We can't travel around our state. Businesses can't open and they're all decisions of one man,' he said.

'All right, I accept 'communism' is a bit over the top - but it's a dictatorship. He doesn't listen to people in his own party.'

When Peter Van Onselen persisted saying it could not be a dictatorship as Daniel Andrews was elected by his own party, Mr Kennett turned on him.

'Well, you're very lucky you've still got a job,' he told The Project TV Host.

'You keep drawing your salary my friend, you're very, very fortunate - but I tell you what there's a lot of people here in Victoria who will never, ever recover from how we've handled this virus.'

Jeff Kennett has repeatedly attacked the Andrews Government and demanded Victoria re-open since at least August.

Earlier this month he demanded Mr Andrews quit, a wish he repeated on Sunday.

Mr Kennett wants Victoria to pursue a management strategy like NSW, which has a Liberal state government, instead of an elimination strategy.

On Sunday, Mr Andrews said he still hoped to make 'definitive announcements about opening up metropolitan Melbourne in a couple of days' time'.

Regional Victoria's restrictions on gatherings and gyms are to be slightly relaxed from Wednesday.
