An anti-Daniel Andrews sticker reading 'Make Victoria Great Again' has been spotted stuck to the rear-view window of a Victoria Police car.

The sticker was seen on the vehicle in Yarra Glen, north-east of Melbourne on Sunday morning, but it wasn't until the police car reached Lilydale - 15km away - that the campaign material was noticed and removed. 

Police said the sticker showing a red line through the Victorian premier's face was put on the car when officers briefly left the vehicle unattended. 

'We’re aware of a photo going around on social media of a Victoria Police vehicle with a sticker on its rear window,' a spokesman for the force said.

'The vehicle had been left unattended for a short time in Yarra Glen this morning when an unknown person affixed the sticker to the vehicle. 

'Unfortunately it was driven to Lilydale before the sticker was noticed and immediately removed.' 

The spokesman added the force 'think Victoria is already great' and urged members of the public to refrain from putting stickers on their vehicles. 

The message on the sticker is a local adaptation of the 'Make America Great Campaign' led by US President Donald Trump and comes amid mounting criticism of Mr Andrews' handling of Victoria's COVID-19 second wave.

There were just four new cases of the virus and one death recorded on Monday, bringing the state toll from the virus to 817 and the national figure to 905.  

But critics have come out swinging at Daniel Andrews over the cautious pace of easing of coronavirus restrictions in Victoria.

As of Monday, Melburnians can get a haircut, see an allied health professional, renovate their properties and wash their cars.

But retail and hospitality businesses must wait until November 2 to reopen.  

Josh Frydenberg has said he is furious the Victorian premier has not gone further in reopening the state, given the low number of new infections.

He accused Mr Andrews of making it up as he goes and demonstrating a callous indifference towards small business owners.

'The bloody-mindedness is unforgivable,' Mr Frydenberg told reporters. 

'There's been a callous indifference in Victoria from the government to the loss of jobs and to the plight of small business.'
