Stunning moment oblivious property developer is covertly photographed by corruption investigators as he enters Parliament to have a 'few glasses of red' with 'dodgy' Daryl Maguire and meet Gladys Berejiklian

It was 4.26pm and property developer Joe Alha was walking into New South Wales State Parliament for a few glasses of red with his mate Daryl Maguire.

Alha was hoping their drinking session would lead to a meeting with somebody important - even the state Premier, Gladys Berejiklian. 

But the businessman was apparently oblivious to the fact he was being covertly photographed by corruption investigators as he strode up Macquarie Street, Sydney.

A series of pictures tendered at the Independent Commission Against Corruption show the moments before Maguire and Alha met Berejiklian in a 'drop in' meeting.

The photographs can be revealed as Maguire answered questions on Thursday about his dealings with Alha that day - November 15, 2017.

Maguire has told the inquiry how he arranged for Alha to meet Rob Vellar, the chief of staff to then-Planning Minister Anthony Roberts over a drink that afternoon.

After a 'few glasses of red' Maguire walked Alha to Berejiklian's office to see if they could 'drop in' on the Premier.

'He adores her and just wants to say hello,' Maguire explained in evidence to Commissioner Ruth McColl

'He was at that stage where he'd just insisted.'

Maguire poured scorn on the idea Alha could have been walking around with his wine at the time.

'I wouldn't allow anyone to walk around Parliament with a glass of red,' the former MP said. 

Of the meeting itself, Maguire said: 'Oh, my recollection is, we were there for probably less than two minutes.

'Niceties were spoken, you know, the Premier knew Mr Alha from various functions and things that occur.' 

Maguire said the Premier was working at her desk 'and we were gone'.

Asked by counsel assisting ICAC Scott Robertson whether there were any discussions had about matters relating to planning, Maguire said: 'No'. 

Mr Robertson pressed further: 'Was there, whether that be in a general policy sense or - in a site-specific sense?'

Maguire replied: 'No, it, it was general niceties. That is my best recollection.' 

Mr Robertson pointed out Mr Alha 'had been on at you for months to set up a meeting with the Premier and the Minister for planning ...

'Are you saying he doesn't take the opportunity then to complain to her about something that he complaining to you about for months?'

Maguire replied: 'No. No. My recollection is that he was satisfied.'

'Mr Vellar and him had discussions. He was quite satisfied.

'But as the evening wore on, he became "let's go and see Glad" and, and the conversation was very short.

'It, I am sure, was probably less than two minutes. I don't even think a photo was taken that, which is normally what you'd normally do in a drop-in.

'And that was it, we were gone'.   

ICAC investigators continued to photograph Alha as he left the building - including speaking to Maguire on the steps of Parliament - and at Martin Place Train Station. 

At the inquiry this week, Maguire has admitted this week to running a cash-for-visa scheme from his office, 'monetising' his parliamentary position and secretly directing the company G8wayinternational from his office which 'ultimately' sought to sell access to the highest levels of government. 

Berejiklian has denied any wrongdoing and is not the subject of the ICAC investigation.   

She admitted to a secret five-year relationship with Maguire this week - which he said was 'on again, off again', and ended a month or two ago.

'I stuffed up in my personal life,' she said. 

The inquiry continues.
