Second home owners are about to be hammered by council tax rises on their holiday properties as the Government allows councils to repeal concessions.

There are just over a quarter of a million holiday homes whose owners until now have benefitted from council tax discounts of between 10 and 50 per cent, due to the simple fact they are not living in the home for much of the time and therefore not using council services.

But from April 2013 local authorities can charge full whack on the 'second homes', meaning hundreds of thousands will see painful monthly rises.

'Everybody should pay their fair share of council tax, whether they use their property all year around or if they just use it two weeks a year,' Tory leader of Cotswold District Council Lynden Stowe told the Financial Times.

'The services are still being provided either way. Street lighting, roads, binmen, police, leisure facilities have to stay open.'

The move comes after a new 7 per cent stamp duty on £2million homes, plus new annual charges and capital gains tax on luxury homes which are bought through companies.

Senior Liberal Democrats believe that a shortage of properties, due to rich owners snapping up second homes, means locals are priced out of the market, and that that is wrong.

But estate agent Charles McDowell - who specialises in high-end residential properties - said the move is 'the latest nail in the discretionary purchase coffin.

'Removing [the concessions] is a symbolic bashing.

'The message it sends out is a very negative one.'

Cornwall - one of the most popular counties for second home buyers - is one of the councils which will scrap discounts. In fact, the council says 80 per cent of houses there are holiday homes empty for large parts of the year.

And in London, Westminster and Southwark will scrap 10 per cent concessions - so it is not just country bolt-holes which will be affected.

Homeowners leaving their houses empty for great lengths of time will be hit with higher tax too. Some local authorities are looking at charging 150 per cent council tax once owners have been away for two years.

Britons now own around £100billion worth of second homes, according to Savills, after a sharp rise in purchases over the last fifteen years.
