Porn film permits drop dramatically in Los Angeles because of new law that requires performers to wear condoms
Requests for filming permits for porn
shoots have dropped dramatically since Los Angeles imposed a law forcing
performers to wear condoms during sex scenes.
Neighboring towns are now putting a moratorium on permit approvals as they deal with an influx from production companies who are looking for places to film without condoms.
Los Angeles residents voted in November to force actors in pornographic films to wear condoms during shoots, and now the industry is feeling the results as many producers have opted for different shoot locations.
'Most production companies have
ceased shooting in LA County. They have other options in other states
and communities,' said Diane Duke, the spokeswoman for an adult film
industry advocacy group.
The ruling, called Measure B, forces all performers to wear condoms and raised fees on adult film productions, giving producers reason to look for alternate locations for their shoots.
Only two film permits have been requested in Los Angeles so far this year, which marks a significant drop from previous years. By comparison, Los Angeles typically receives 500 permits per year.
The city council for Camarillo, which is just northwest of Los Angeles, has issued a 45-day moratorium on all porn productions in the area after they received an increase uptake in requests because they have no rule enforcing condom use.
The nearby Camarillo city council has issued a 45-day moratorium on all porn shoots as a result so that they have 'a chance to study it so we can craft certain regulations,' said assistant city attorney Don Davis.
'All I can say is a number of inquiries led us to be concerned that we should look at this and decide if this is something we want to do.'
While Simi Valley- where Camarillo is located- does not have any laws forcing the use of condoms during filming, The Ventura County Star reports that they do have an ordinance requiring performers to wear dental dams during oral sex scenes.
'Now that they’ve put some restrictions on them that inhibit them, they’re trying to move out of there. We don’t want them to migrate to our area,' Camarillo councilman Mike Morgan said.
This is not the first legal repercussion of the ban, as one of the major porn production companies already filed a lawsuit against Angeles County, arguing that Measure B is unconstitutional because it reportedly violates actor's rights to free speech and expression.
'I think the industry is still trying to figure out what it's doing,' Stuart Waldman, the president of the Valley Industry and Commerce Association, said to the Los Angeles Daily News.
'I think it's going to be a trickle effect, but one day we'll all ask, where did all this money go?'
